Wenchuan Zhang Deputy Director Foreign Affairs Office of Heilongjiang Province

Wenchuan Zhang, born in August 1976, has a Bachelor of Arts degree from the School of Russian at Beijing Foreign Studies University and a Master of Law degree from the School of International Relations at Peking University. He is currently Deputy Director of the Foreign Affairs Office of Heilongjiang Province, in charge of the Europe-Africa Division and the Foreign Affairs Management Division.
