Josef Hess 黑斯 State Councilor of Canton Obwalden, former deputy director of the Federal Office for the Environment (FOEN) 上瓦登州副州长，瑞士联邦环境局前副局长

Josef Hess was appointed Head of Department of Building and Spatial Development in the Swiss cantonal government of Obwalden in 2016. He became head of the cantonal government for the 2019-20 term of office.

Between 1988 and 2009, he worked as head of the natural hazards department at the Canton of Obwalden, with notable engagements including the Sachseln floods of 1997, storms Vivian (1990) and Lother (1999) as well as serious avalanches (1999) and floods (2005).

Since 2000, Josef Hess has also been a member of the Swiss Humanitarian Aid Unit at the SDC, with project work in China, Brazil and the US. Between November 2009 and June 2017, he also led projects to implement the Memorandum of Understanding between DETEC and the Chinese Ministry of Water Resources.

In 2009, Josef Hess took over the management of the LAINAT office (Steering Committee Intervention Natural Hazards) at the Federal Office for Environment (FOEN). Between November 2012 and June 2017, he was Vice Director of the FOEN, responsible for the divisions Hazard Prevention, Forest, Noise and NIR, Air Pollution Control and Chemicals. During 2013-2017, his main responsibility included flood control in Switzerland.

Other memberships and offices include: Membership of the Switzerland-China Society; member of Board of Directors of Brunnibahnen Engelberg; vice president of Cultural Landscape Obwalden; president of the Conference for Forests, Wildlife and Landscape; and is a board member of Espace Suisse.

Born in Obwalden, Josef Hess graduated from ETH Zurich in forestry management, later completing a doctorate in administrative law.
