Kyoichi KOBAYASHI is a professor at the Institute of Fire Science, Tokyo University of Science.  

Kyoichi Kobayashi He graduated from the Department of Architecture, the University of Tokyo and joined the Ministry of Construction in 1973. After working as the chief of the building disaster prevention section of the Building Regulation Division, he moved to the Fire and Disaster Management Agency (FDMA) of the Ministry of Home Affairs (currently the Ministry of Internal Affairs and Communications) in 1980. He also worked for the Tokyo Fire Department and the Disaster Prevention Bureau of Shizuoka Prefecture. 

Kyoichi Kobayashi He has been engaged in fire prevention administration for a long time, and as the chief of the FDMA prevention section Director of the Fire Prevention Division, FDMA, he revised the Fire Service Law related to performance based regulation, fire countermeasures for multi-tenant buildings, and mandatory fire alarms for houses. He retired from FDMA in 2006 after being the director of the Civil ProtectionDefense and Disaster Prevention Department. 

Kyoichi Kobayashi He received his PhD (Engineering) from the University of Tokyo in 2008 and became a professor at Tokyo University of Science. His area of expertise is research on fire and disaster prevention administration. His representative bookHe authored the books of is Basic Knowledge of Fire Prevention Laws. He received the Educational Contribution Award from the Architectural Institute of Japan in 2014.
