Terrorism risks in property insurance and their insurability after 11 September 2001

As early as the 1980s and early 1990s, the major international reinsurers most seriously affected by the accumulation risk at least suspected the potential danger of a huge terrorism loss. Some changes were proposed, but only a few of them were implemented at the time. On 11 September 2001, it became painfully clear that insurers and reinsurers would have to act decisively.
